Sobre su Investigación
Mgter. Markelda Montenegro: Cuenta con más de 30 años de experiencia en el campo del Derecho y las Ciencias Sociales y con más de 40 años de experiencia en el área empresarial. Ha representado al país en cargos directivos a nivel regional e internacional en los mecanismos de la mujer como vicepresidenta de la CIM, OEA, Mesa Directiva de la Conferencia Regional de la Mujer de América Latina y el Caribe. CEPAL, COMMCA. Actualmente, es la CEO-Presidenta del CENICS.
Sus experiencias más destacadas: fue la Primera Directora General del Instituto Nacional de la Mujer, según la Ley 71 de 2008, por concurso de mérito. Además, durante este período se elaboró y desarrolló programas y proyectos para la Igualdad de Oportunidades para la Mujer. Se diseñó la Coordinación Técnica de la Política Pública (PPIOM). Miembro de la comisión encargada de analizar y redactar la Ley 82 de 2013 que reforma el Código Penal para tipificar el Femicidio y sobre prevención de la violencia contra la mujer. Del mismo modo, coordinó las investigaciones sobre la situación de la Mujer en Panamá (V Informe Clara González, Encuesta del Uso del Tiempo y otros); como la construcción de un nuevo albergue de atención integral en Colón, con el apoyo de AECID, el MP y OJ. 2009-2014.
Por otro lado, ha cooperado en proyectos internacionales con el SNU, en materia de fortalecimiento institucional, en los temas de Violencia, Trata de Personas, Femicidio, Mujeres Refugiadas, Privadas de Libertad, Mujeres Indígenas y Rurales, Campañas Regionales, Publicaciones (PNUD, UNFPA, OPS/OMS, ACNUR, OIM, ONU MUJERES, AECID, CIM/OEA, CEPAL, COMMCA, UNION EUROPEA, ESCA-SICA. EUROSOCIAL, BID, entre otras.
Por otro lado, se ha desempeñado como Consultora de Derechos Humanos y Municipalista en CEASPA, en 10 municipios del país, elaborando libros, manuales y guías para adoptar normas en el gobierno local para promover la participación ciudadana, la creación de oficinas de género, sistemas de Información con transparencia, y presupuestos con perspectiva de Género.
Además, ha sido facilitadora en Escuela de Auditoria Social, en la Comarca Ngäbe Buglé, en las tres Regiones Comarcales, en temas de Género. Derechos humanos, Normas sobre Contrataciones Públicas y Transparencia. En MINJUMNFA, se desempeñó como Asesora Ministerial. Directora de Capacitación. Asimismo, desempeñó los cargo de: Coordinadora del Sistema de Capacitación en Género, Directora encargada de Promoción Social, permitiéndole asesorar en la elaboración del Informe de Desarrollo Humano sobre Juventud, PNUD 2004. Además, fue la creadora y coordinadora del programa de bibliotecas comunitarias, coordinadora del programa de formación de derechos humanos de las mujeres y Género en la Comarca Ngäbe Buglé, del programa de promoción de los derechos de la niñez, y concurso nacional Pinto y Aprendo con Nina y Nino, del libro de nuestra autoría. 2000-2004.
Además, tiene una trayectoria destacada como docente de la Universidad de Panamá, en la formación en Género y Derecho a profesionales de distintas instituciones, sector privado y litigantes en el análisis, elaboración e implementación del derecho, y los derechos humanos con perspectiva de género.

Mgter. Markelda Montenegro: has more than 30 years of experience in the field of Law and Social Sciences and more than 40 years of experience in the business area. The Projects have been financed by the National Secretariat of Science, Technology and Innovation in Panama (Senacyt) and the Catholic University of Santa María la Antigua (USMA).
Her most outstanding experiences: she was the First General Director of the National Institute for Women, according to Law 71 of 2008, by merit contest. On the other hand, she has worked as Human Rights and Municipalist Consultant in CEASPA, in 10 municipalities of the country, elaborating books, manuals and guides to adopt norms in local government to promote citizen participation, the creation of gender offices, systems of Information with transparency, and budgets with a gender perspective.
In addition, she has been a facilitator in the School of Social Audit, in the Ngäbe Buglé Comarca, in the three Regions, on Gender issues. Human Rights, Public Procurement Rules and Transparency. At MINJUMNFA, she served as Ministerial Adviser. Director of Training.
